CHARGE TO THE FINANCE COMMITTEE

Charge: To ensure an open, equitable, and orderly budget process will be instituted and followed in establishing the operational budget of San Jose City College.
Authority: Recommend a process for the development of the college budget to the College Planning Council. Review requests and prioritize budget recommendations and submit to the College Planning Council for review.
Membership: The members of the Finance Committee will consist of the following positions:
- Three Administrators – Appointed by the College President
- Three Faculty – Appointed by Academic Senate
- Three Classified – Appointed by CSEA
- Three Students – Appointed by the Associated Student Council
- Chief Budget Officer (ex-officio)
A quorum is defined as more than half of appointed members to the committee.
The Finance Committee will elect the chair.
Responsibilities:
- Become knowledgeable about the college budget
- Review and update the process for the development of the college budget.
- Document and communicate the budget process and yearly timeline to all campus constituency groups
- Communicate information about the current state of the college budget to all campus constituency groups
- Review district and college priorities, including:
Governing Board Priorities
Chancellor’s Priorities
President’s Individual Action Plan
College Strategic Plan
- Develop “Standards for Budget Recommendations”
- Review requests and prioritize budget recommendations and submit to the College Planning Council
- Maintain an ongoing sharing of information and recommendations with campus representatives on the District Budget Committee.
- Review Accreditation Standards to ensure that the budget development process complies with the ACCJC Accreditation Standard III Section D.
- Report regularly to College Planning Council on committee proceedings
