Instructional Policies & Curriculum Committee

The Instructional Policies & Curriculum Committee (IPCC) reports directly to the SJCC Academic Senate. 


Instructional Policies and Curriculum Committee (IPCC) is a subcommittee of the San Jose City College Academic Senate and oversees and approves the college’s instructional policies and curriculum. The Academic Senate may question the process but not the curriculum decisions of the IPCC*.  

The IPCC is governed by Title 5 regulations as follows:

The college and/or district curriculum committee recommending the course shall be established by mutual agreement of the college and/or district administration and the academic senate. The committee shall be either a committee of the academic senate or a committee that includes faculty and is otherwise comprised in a way that is mutually agreeable to the college and/or district administration and the academic senate.


The IPCC is responsible for insuring that a comprehensive, coherent curriculum is offered by the college, appropriate to its mission . 

The IPCC will review and approve curriculum in light of the following:

1. Title 5 standards for course development

2. Course Outline of Record: title, description, content, SLOs, methods of instruction and evaluation, grading, assignments, textbooks, and articulation if appropriate

3. New and revised credit and non-credit courses

4. Credit Hours: Carnegie Unit

5. Prerequisites, Co-requisites, and Advisories

6. Distance Education

7. Course Repetition

8. CSU-GE Breadth and IGETC courses

The IPCC will review and approve programs in light of the following:

1. Title 5 standards for program development and discontinuance

2. Graduation, degree, and certificate requirements

3. General education requirements

4. The IPCC  will disseminate curricular information and recommendations to the faculty and administration, and governing board for final approval

5. The IPCC will carry out state mandated regulations or policies that affect curriculum

MEMBERSHIP The IPCC shall consist of 9 voting members, the Curriculum Specialist and the Articulation Specialist. The voting members will be six (6) full-time faculty and three (3) administrators. The faculty shall be selected by the SJCC Academic Senate and will represent as broadly as possible the college’s academic and student service divisions including library and student services.  Members are appointed to three-year renewable terms. The committee will select the chair from among the  faculty committee members. The chair will serve a three year term. The committee shall advise the academic senate of any faculty member vacancies. Administrative representatives are appointed by the college president.

A quorum shall be five (5) voting members. In absence of a quorum, the IPCC may consider a proxy vote for course approval: 

 Members are responsible for:

A. Attendance at meetings – the chair may request the academic senate to appoint a new member if an IPCC member misses more than one (1) meeting during a semester (If a member votes by proxy, it does not constitute an absence)

B. Be prepared to discuss curriculum meeting agenda items

C. Review all course outlines and programs to ensure completeness, accuracy and consistency with district and state regulations

D. Provide curriculum review assistance to their division when a proposal needs to be re-submitted to the IPCC for approval

E. Disseminate information between the IPCC and their division and faculty 


 Because Title 5 specifies that curriculum is recommended to the Board by the curriculum committee [Title 5 §55002(a)], it is not the role of the senate to change the recommendations. However, it is appropriate for the senate to review the policies and procedures used [Title 5 §53203(a)] and call attention to any irregularities which might require a recommendation to be returned to the committee for reconsideration.



The Academic Senate for California Community Colleges 

FY 2014-2015 GOALS 1. Achieve 100% completion rate for courses, degrees and certificates that need to be revised or deactivated during the current academic year.

2. Achieve goals goals for transfer degrees based on Transfer Model Curriculum *TMC) as established by SB 1440.

3. Continue the dialogue with Academic Senate concerning the development of a program viability review policy and procedure.

4. Train 100% of faculty involved in course writing/revision to use CurricUNET by the end of the academic year.

5. Explore the role of the IPCC in a campus wide conversation concerning student success and the increased use of prerequisites and co-requisites.

6. Revise the Distance Education supplement template to correspond to ACCJC regulations and federal mandates.

Meeting Schedule 

The IPCC will meet six to eight times each semester. Meetings are on the 2nd and 4th Tuesday of each month during the academic year. Meetings are held at 1:30pm in L-307. Meetings are scheduled for at least two hours. Additional meetings may be scheduled if necessitated by the work load. The meeting dates for spring 2015 are as follows:
